I'm running the Bankwest App:3.0.0 on an iPhone 7 running iOS 10.2.1 and a iPad Mini running iOS 9.3.5 and the same thing happens on both devices.
When I try to set up PIN login I recieve the SMS code no problem but the App will not bring up a keyboard or allow me to paste in the SMS code that I have recieved.

This is no good at all @Pecky.
Firstly, try to uninstal the app from your devices, then reinstall it from the App Store - and see if the behaviour persists. Restsrting your devices (by powering off, then on) between uninstalling and reinstalling is also a good troubleshooting step.
If you've done that - and you still can't setup PIN login - are you able to post a screen shot, with any sensitive information blurred/obscured/cropped, which shows the screen where the problem happens and the lack of the keyboard? That will help the Forums team pass this along to @JustinJ and the Mobile developers for further investigation.
PS: Once you've got it setup for your iPhone 7, don't forget to switch on Touch ID login, to make accessing the Bankwest app even faster.
