Call back delayed by 3 weeks

Hi, I was advised a call back the next day but through my attemps of left messages to call back and emails, 3 weeks later (4 weeks coming), I still didn't get a call back. If the person is away on leave, maybe its best to advise the customer know or let another colleague to follow up? Even better, if you don't want the business, let us know, and we'd be more than happy to accept the truth and move on. 3 weeks is not a reasonable wait.
