@Stardrifts: Not all BPay transactions would fall into the cash advance category as far as I know, it actually depends on how the biller has been configured in the BPay system.
If a transaction for any specific biller is coming through as a cash advance, and not a purchase, it's best to speak to the biller themselves.
However, if it's happening for all transactions - then either you've got a run of bad luck with the billers you all use (as they've got their BPay poorly configured), or you need to speak to Bankwest's Credit Cards team by phone for further support.

@thewinchester is correct in what he's said about the biller setup. So it'd be best to speak with them first and if it still seems odd, we'd be happy to chat over the phone to look into it for you. If the payment was a deposit to a gambling account for example, or purchasing lotto online (not sure if BPAY is an option for lotto) then this would cause the transaction to be processed as a cash advance as per the T&C's of the account.
