I have followed all the steps to activate my card and have since used it to conduct an eftpos transaction ($30) but when using a CBA ATM it did not issue any cash and instead informed me that my access to the account was "restricted" by my banking institution?

For security reasons via the Forum we can't view or provide any personal information to see why this may have happened, however it is certainly something that our Contact Centre can look into for you.
You can login to Online Banking from a PC and select the "Message us Now" button on your screen between 7am – 6pm AWST Monday – Friday for assistance with this. Alternatively, you can call 13 17 19 between 8am - 8pm your local time, 7 days a week.
